Biography

Michael Carbon has over 30 years of experience analyzing the impacts of air emissions from industrial facilities, including emission estimations, regulatory analyses, compliance evaluations, emission control review and Prevention of Significant Deterioration (PSD) and Non-attainment New Source Review (NNSR) analyses. He uses this information to negotiate complex technical agreements and permits with state and federal agencies, in assisting facilities with compliance programs, and providing technical expertise to litigation teams. He has conducted comprehensive air compliance audits at multiple refineries, petrochemical, and wood product facilities, focusing on New Source Review (NSR), New Source Performance Standards (NSPS), National Emission Standards for Hazardous Air Pollutants (NESHAP) and local and state regulations. Michael has prepared numerous PSD/NNSR and Title V permit applications for industries including oil and gas, refineries, wood product facilities, chemical plants, pulp and paper facilities, and independent power production facilities in Louisiana and across the U.S.
